Does public access mean permission?
No. A public post can still contain copyrighted video, photographs, music, and text. Saving a copy and publishing or commercially reusing it are different acts. Attribution is useful, but does not by itself give permission. Applicable law and any license matter.
How do copyright and platform terms differ?
Copyright concerns the rights in a work and exceptions under the law that applies. Platform terms concern the conditions under which you use X and access its services. A use can have copyright permission and still raise a separate platform-terms question. Check both before relying on a downloader.
Is personal use always allowed?
